Does GenPrompt work offline?

Partly. GenPrompt's installed app caches its interface and the pages you have already visited, so it opens and navigates without a connection. Anything that calls the AI — generating a prompt, analysing a document, snapping a photo for recipes or receipts — needs an internet connection, because that work runs on GenPrompt's servers. Saved work syncs again as soon as you are back online.
